Plusieurs pays de ce monde s'opposent dans une course à la formation de « Magiciens ». Tatsuya Shiba est un étudiant sans capacités magiques inscrit au Premier Lycée de Magie ; il y étudie avec sa sœur Miyuki, qui se trouve être la meilleure élève parmi les première années.
